Sophia Xu
executiveThank you, Jenny. Good morning, everyone. Thank you for joining China Oil And Gas Group Limited 2021 Annual Results Conference Call. Let's start with the financial performance. The PowerPoint we send out, Page 3 summarized the major highlights of the group for 2021. The total turnover was HKD 14.342 million, a year-on-year increase of 37%. The main reason was the increase in the group's natural gas sales volume and upside -- sorry, upstream oil prices. Natural gas sales rose 12% year-on-year to 4.852 million cubic meters compared with 4.350 million cubic meters in the last year. Gross profit rose 27%. Profit for the period was HKD 1.514 billion, a year-on-year increase 194%. Profit attributable to company owners was HKD 904 million a year-on-year increase of 3,017%. Earnings per share increased 2,987% to HKD 0.18. On Page 5, after deducting one-off items, profit attributable to company owners increased by 5%. On Page 7, the group's principal activity are divided into 4 segments, namely, sales and distribution of natural gas and other related products; gas pipeline construction and connection; exploitation and production of crude oil and natural gas; and the newly added production and sales of coal gasification and other related products. Revenue was HKD 12.258 billion, HKD 971 million, HKD 511 million and HKD 601 million, respectively, representing an increase of 31%, 27% and 82%, respectively. Gross profit margin of the segment sales and distribution of natural gas and gas pipeline connection and construction services income were similar as last year. Due to the increase in global crude oil prices, the gross profit margin of the exploitation and production of crude oil and natural gas has increased from 7% in last year 13% this year. The group's EBITDA increased 32% to HKD 2.23 billion. On Page 10. The total assets of the group are HKD 22.649 million, an increase of 18% from the HKD 19.27 million at the end of 2020. The net assets are HKD 8.819 million, an increase of 20% from the end of 2020. On June 23, 2021, the group successfully through the additional USD 400 million 5-year senior note with a coupon of 4.7%, to redeemed the USD 350 million senior note during 2022. The group completed the early redemption on August 2, 2021. As of December 31, 2021, the group's total debt, including bank borrowings, other borrowings and senior notes was HKD 8.72 million. Cash and cash equivalents and time deposits were HKD 3.766 million compared with HKD 3.763 million at the end of last year. The group's net debt-to-assets ratio is 21% -- 21.9%. Finance costs, net of capitalization was similar to last year at HKD 344 million. The weighted average cost of all debt of the group was 4.44% compared with 5.26% last year. The main reason was that China Petroleum Finance Corporation gave the group an interest discount. At the end of 2021, the group's net cash generated from operating activity was HKD 2.175 million, a 36% year-on-year increase compared with HKD 1.602 million in last year. Now let's talk about operating performance of the group. On Page 12 to 13, the group's total gas sales in 2021 increased by 12% year-on-year. Total gas sales and transmission volume increased by 13%. On Page 14, the preparation -- the proportion of gas sales by various users is relatively stable. Industrial and commercial user accounts for 68% of the gas sales, residential user accounts for 23% and the gas station sales are 9%. On 15 -- #15, the growth of gas sales volume in Shanxi and Jiangsu decreased the proportion of other provinces. On Page 16, the blended dollar margin is CNY 0.44 per cubic meter, consistent with the past year. On the next page. In 2021, the group connected more than 160,000 new residential users, an increase of 10% year-on-year, and the cumulative connections of residential users was reaching 1.8 million, 1,283 million new industrial and commercial users who are connected and the cumulative number of industrial and commercial users connected reached 15,600. During the period, the group managed to land Jixian Industrial Cluster gas connection right project in Linfen, Shanxi Province. The group also added 1 new branch pipeline project in Guizhou Province. In July 2021, the group successfully launched the merger and acquisition of Shandong Shengli -- Shandong Shengli Limited is a company listed by shares established in the PRC and its issued share are listed and traded on the main board of the Shenzhen Stock Exchange in accordance with the regulations. Shengli has extensive business resources in natural gas field, the group intends to corporate in depth with Shengli to promote the sustainable and high-quality development of the group and is in the interest of the company and its shareholders as a whole. As of November 2021, the group has acquired a total of 22.16% of Shengli. Up to now, the group has 71 city-gas concession rights in 16 provinces in China and has 63 L-CNG stations. Now let's go to Page 21 and talk about upstream business. The upstream oil and gas production business achieved an average output of 4,936 barrels oil equivalent per day in 2021. The group achieved an average crude oil price of CAD 78.51 per barrel of oil equivalent, an increase of 80% from last year's CAD 43.66 per barrel of oil equivalent. Operating netback increased by 123% to CAD 35.15 per barrel equivalent. Our Canadian team remains cautious with the drilling plan, drilled 14 wells with a success rate of 100% throughout the year. Thank you, everyone. That's all for my presentation. Please feel free to raise any questions. Thank you.
Operator
operator[Operator Instructions] Our first question comes from Nana from.
Unknown Analyst
analystMy first question is regarding the volume growth. So what is your expectation for volume growth this year? We did acknowledge that our C&I users increased a lot last year. Does it include any one-off effect, which will not be repetitive this year? Happy to hear your thoughts.
Yin Shan Law
executiveOkay. Our expectation for 2022 will be around 15% growth. One-off is not one-off. Actually, we see the corporate lines are getting recovered in China and all of the C&I users are getting more active. So we have expanded our area as well. So we expect our natural gas growth will be around 50% in 2022.
Unknown Analyst
analystI do realize, a, receivable base actually increased a lot last year. Was it because of the increase in contribution from the C&I users? Or have you observed any delayed payment from end users on the ground?
Yin Shan Law
executiveNo delay payment. And we see most of them are from like active C&I users. They will be like a recurring user as well.
Unknown Analyst
analystBut should I expect the receivable days to stay at over 22 days this year?
Yin Shan Law
executiveYes. around there.
Unknown Analyst
analystOkay. Second question is regarding the connection fee. Have you seen any trend of the connection fee last year?
Yin Shan Law
executiveNot really. We still have around the same, close to -- I think it's close to RMB 3,000 per user average. And our -- you can see from our -- in our announcement, the gross profit of the connection fees around the same chip.
Unknown Analyst
analystYes. Third question is about the Upstream business. So about the operating net back, is it possible for you to give us any number of guidance for this year?
Yin Shan Law
executiveYes. We expect operating netback will be above the average for 2021. Our operating netback this year is CAD 35.15. And we expect -- because the oil price is still quite high right now, and we expect it will be close to CAD 38 operating netback in 2022.
Unknown Analyst
analystOkay. Got it. Yes, last question as usual is about CapEx this year.
Yin Shan Law
executiveCapEx. We have like HKD 1.3 billion last year. So it will be around HKD 1.5 billion in 2022.
Unknown Analyst
analystOkay. Sorry, one more question about the total debt. It increased somewhat last year. Is that because double count of the -- I didn't know they said you borrowed the same loan to replace the senior note. So I just wanted to have an idea of the breakdown there?
Yin Shan Law
executiveOkay. The breakdown for the total debt in 2021 is actually increased from CNG from our PRC operations, CNG and our wholly owned subsidiary as well a little bit. And because we have acquired Shengli last year, so they have increased their buying loan to do the acquisition. And otherwise, for the syndicated loan, we draw down last week actually. So this is after 2021. So we did it in 2022.
Unknown Analyst
analystOkay. Got it. So what is size of syndicated loan. Is that still USD 350 million?
Yin Shan Law
executiveActually, the total amount is USD 290 million. And the call back the loan of USD 250 million, the 2023 loan we call the back right now. And then what we are going to do because the premium will do less in half and after July 25. So we will do the remaining part after July 25 to save costs. That's all.
Unknown Analyst
analystOkay. Is that fair if I assume the total that will stay at the same level this year?
Yin Shan Law
executivePardon me.
Unknown Analyst
analystIt's fair for me to assume that the total debt will stay at the current level for 2022?
Yin Shan Law
executiveYes. Right. Right.
Operator
operatorOur next question comes from Mr. Tim Yu from HSBC. So I guess, I question -- can you withstand the cash level, like the print your JV and also at the holdco level?
Yin Shan Law
executiveOkay. Total cash and cash equivalents on hand. In Hong Kong holdco level, we have around 15%, and the remaining 85% around 80% is from CCNG and 20% is from future, our wholly owned subsidiary.
Unknown Analyst
analystOkay. So it seem to stand at the holdco, and then the remaining is like how much of them are in the JV or?
Yin Shan Law
executive80-20, 80% in the JV and 20% in our wholly owned subsidiary.
Unknown Analyst
analystAnd then can you talk a little bit more about the rationale of like purchasing some -- it sounds as restocks and what is the future plan basis like are you planning to further increase their stake, and then and also that -- and you also confirm that you say and the requirement from the Shenzhen Stock Exchange in that you have to -- general offset with new cost in the [indiscernible] of shareholding.
Yin Shan Law
executiveOkay. For Shengli, we actually acquired because we have a win-win situation. We have 2 platform right now. We have the Hong Kong Stock Exchange, and we have the Shenzhen Stock Exchange. So for natural gas business, the valuation in China is actually way higher in Hong Kong right now. So when we are doing more acquisitions in the future, we can use Shengli as a guideline for the valuation, right? And also because of Shengli, we expand our area as well. And in Shengli -- this company, they may lead some gas resources, which EOG can help to talk to PetroChina or Sinopec so that we can have a lower gas cost for Shengli, and at the same time, we can have share our resources in different areas.
Unknown Analyst
analystYes. Okay. So far, some is not consolidated in the financial result.
Yin Shan Law
executiveIs only our associate company. We own 22.16%.
Unknown Analyst
analystWell, any plan to consolidate?
Yin Shan Law
executiveWell, if we have to consolidate the day we may need to hold up to, say, 40% to 50% for sure. And I don't think it's necessarily for now.
Unknown Analyst
analystOkay, sure. And then you mentioned just a few minutes as I go back is like you showed the investment platform, [indiscernible] loan, against the purchase of some of the shares. So like when you talk about like what is the size and tenor and also any security of it?
Yin Shan Law
executiveSorry, I didn't quite get your question. You mean when we did the acquisition?
Unknown Analyst
analystBecause I think you just mentioned that it's like your onshore investment pipeline. You guys talked about a loan to purchase their some of the shares -- stock side? Can you talk about like what is the size of the loan and the tenor and also in that.
Yin Shan Law
executiveOkay. Okay. The size of the loan actually is from our PRC company. So the size of the loan is around, I think, less than RMB 1 billion, but it's from a different bank. They have like different banks to perform that. But I think the total we draw down is only around RMB 300 million sorry. Yes, RMB 300 million.
Unknown Analyst
analystSo this obviously some share of pledge to the loan?
Yin Shan Law
executivePledge to the loan. No, I don't think so. No, I don't think so. Yes, but I have to check. I don't think so.
Operator
operatorOur next question comes from [ Joslyn from Amundi]
Unknown Analyst
analystI wanted to clarify on the keypad. I think in FY '21, you have HKD 1.3 billion of CapEx. Can you break this down for me into the PRC gas distribution business and the LNG business -- and from the CapEx guidance that I think was it HKD 1.5 billion for FY '22, what is the breakdown for the 2 as well?
Yin Shan Law
executiveOkay. For the upstream is around HKD 300 million remaining from PRC.
Unknown Analyst
analystThat was last year, right?
Yin Shan Law
executivePardon me.
Unknown Analyst
analystHKD 1.2 billion last year, oh, it's HKD 1.3 billion in FY '21...
Yin Shan Law
executiveNo, no, no. In 2021, the upstream business, the CapEx constituted around HKD 300 million. And the remaining around HKD 1 billion is from our PRC operations.
Unknown Analyst
analystOkay. And the CapEx guidance of HKD 1.5 billion this year, can you break it down into the 2 -- performance as well?
Yin Shan Law
executiveAround last 3.5 sorry, HKD 350 million will be from upstream and the remaining is for PRC.
Unknown Analyst
analystOkay. So this CapEx that looks a bit higher for the oil and gas business. Can you guide like are you increasing the production level in the oil and gas business this year?
Yin Shan Law
executiveYes, because oil price is quite good right now. So we target that we will drill more wells in 2022. So when you -- yes, when you go back to a few years ago, when the oil price was really low, we actually drill like 3 or 4 wells per year. And the guideline for this year, we will drill around 11 to 12 wells for now. And we will change -- will depends on the oil price, and we may add or we may deduct from our budget.
Unknown Analyst
analystOkay. But the CapEx for the oil and gas business will be fully supported by the own site and without any support from the holdco rate?
Yin Shan Law
executiveYes.
Unknown Analyst
analystOkay. And further, is there any like annual production per day that you can guide us for this year?
Yin Shan Law
executiveSorry, what was production?
Unknown Analyst
analystI think that was an average daily production that you have about [indiscernible] plus 6,000?
Yin Shan Law
executiveYou mean the production per day?
Unknown Analyst
analystYes.
Yin Shan Law
executiveOkay. The production per day is around 5,100 average. 5,100 to 5,200 in average for 2022.
Unknown Analyst
analystOkay. Is there any from the LNG business or oil and gas business, right? Do you expect -- what kind of like dividend or interest income that you're expecting from this business? Can you remind us?
Yin Shan Law
executiveYes. They actually gave us HKD 13 million last year. For the interest expense. Because when we do the acquisition, we have 60% as [ stock ] of that and 40% as equity. So on the 60%, they have an interest. I think it's around 8-point something percent per year. so they have to pay us the interest per year, and it's around HKD 13 million, oh sorry, CAD 13 million. And outside of this interest income that -- I mean, do they actually give you any dividend yet? We don't acquire is to give us dividend because dividend has 30% withholding tax, as I remember. And for interest income is only constitute around 10% of withholding tax. So because of the tax purpose, we rather get interest income instead of dividend. We can do that if we need to.
Unknown Analyst
analystUnderstood. So is there an increase -- I mean, expectation on whether or not there will be an increase in this dividend income that is coming from them?
Yin Shan Law
executiveWe can do that anytime because we hold it 100%. We can even ask them to repay the loan.
Unknown Analyst
analystI see. Is there any expectation for that this year given the rise in the...
Yin Shan Law
executiveFor sure, we will get the interest income, CAD 13 million for sure. And then we would to tie during this anymore from that.
Unknown Analyst
analystAnd the next one is on the gas sales volume growth. I think if I look into the gas sales volume growth, it seems like last year, there has been a little bit of dip in the second half because of the, I guess, C&I growth, maybe you can like comment whether this is the right observation. And you also mentioned that you're expecting 15% year-on-year growth this year. So I'm just trying to understand whether -- how achievable is given general slowing macro and all that. So just to hear a comment on that side.
Yin Shan Law
executiveI think it's just the timing of the growth. In the first half of 2021, when we compare to the first half of 2020 everywhere is lockdown in China in 2020 because of COVID-19. So the growth is like 20% compare half year to half year, right? For the full year, when everything gets back to normal, for sure, the second half, the growth rate will not be as much as the first half. That's why yes. So for 2022, we expect that because 2021 is a year that is quite stable, and we have more concession rights in 2022 to start with. So our growth rate will be from organic growth mostly and we may have new concession rate to constitute a 15% growth in 2022.
Unknown Analyst
analystSo just you mentioned about the concession growth in the CapEx guidance for the HKD 1.5 billion of each about HKD 1.2 billion is for the PRC rate. So have you included like acquisition for new concessions there? Or this is only the maintenance for the existing concession?
Yin Shan Law
executiveIt's just the expansion of our natural gas pipeline. We don't -- we didn't include anything for acquisitions. We don't expect much acquisition because for concession rate, we usually just deal with the local customers. We sell them, [indiscernible] we acquire them.
Unknown Analyst
analystYes. Right. So the HKD 1.2 billion of CapEx for the PRC business that is really to do with like ongoing maintenance and maybe small expansion in the adjacent or in existing location.
Yin Shan Law
executiveRight. Yes. Yes.
Unknown Analyst
analystOkay. sorry, on the concession fee -- connection fee, sorry. I'm not sure if I missed this earlier, what is the average concession -- connection fee, sorry, for FY '21 that you have achieved?
Yin Shan Law
executiveAround RMB 3,000.
Unknown Analyst
analystAnd what is the expectation for this year?
Yin Shan Law
executiveAround the same?
Unknown Analyst
analystAround the same. And what is the connection household that you expect to connect this year?
Yin Shan Law
executiveYes, I think we will have around the same figure for 2022. 150,000.
Unknown Analyst
analystAnd on the dividend from CCNG, right, in FY '21, can you maybe mention what is the number here since the annual report is not available yet and the expected dividend in FY '22?
Yin Shan Law
executiveWe have reserved RMB 100 million around that, and we will have the same in 2022.
Unknown Analyst
analystOkay. Okay. Sorry, on the level of -- I mean, the cash that you mentioned earlier that was cap onshore, offshore and all that rate. What is your expected level of cash that you want to maintain a -- now you have that [ HKD 3.8 billion ], right? I think -- so it is the level of cash that we would like to maintain on balance sheet as well as 15%, 85% ratio that you mentioned here?
Yin Shan Law
executiveYes. We intend to remain this kind of structure. So we always have cash on hand just to be conservative, yes.
Unknown Analyst
analystOkay. And on the 2023 bonds, right, I think I hear you were saying something about syndicated loans that you have taken up. Can you update a little bit more on that? I mean I have missed the update, have you like drawn down this already? And when is the intention -- your intention, I guess, is to do a cost [indiscernible] ?
Yin Shan Law
executiveWe draw down the syndicate loan last Friday on March 25, we draw down USD 290 million, and we already call, call our loan -- sorry, call it the U.S. dollar bond for January 2023, we call back USD 250 million for now. And then we will wait until July 25, after July 25 because the premium will cut into half. So we'll just to save cost to -- when we do the call back for the remaining USD 100 million.
Unknown Analyst
analystCan I understand the interest cost that you got from the interest [indiscernible] that you call upsell?
Yin Shan Law
executiveYes. The all-in cost is around [ 3 6% ]
Unknown Analyst
analystSorry, come again. I missed that. Can you come again?
Yin Shan Law
executive3%.
Unknown Analyst
analyst3%. Okay. And the provider of these loans are, the bank?
Yin Shan Law
executiveWe have 7 banks together.
Unknown Analyst
analystYes. okay. Is it possible to name a few to [Indiscernible]
Yin Shan Law
executiveWe have HSBC, we have [indiscernible] we have final [Indiscernible].
Unknown Analyst
analystRight, right, right. And finally, I think my last one is on the dividend policy. Is there anything on the dividend policy that you can update us?
Yin Shan Law
executiveWhich dividend policy COG or?
Unknown Analyst
analystSenior policy for China oil and gas.
Yin Shan Law
executiveFor China oil and gas. We actually we probably won't pay dividends for now. Yes, because the directors we have the Board meeting yesterday or directors have some discussions that we rather save some cash for investment in our pipeline in our natural gas business. In term of paying dividends to our shareholders.
Unknown Analyst
analystAnd this pipeline that you are mentioning is really growing the concession in the existing asset for the...
Yin Shan Law
executiveFor the maintenance to expand our areas and to expand our pipeline to different networks to conduct more in our user and residential user.
Operator
operator[Operator Instructions] Our next question come from Mr. Prashant from GSAM.
Unknown Analyst
analystJenny, congratulations for a good set of numbers. I have just 2 or 3 questions. First 1 is on the dollar margin and the new connection. If I heard you right, in the earlier you mentioned that your expectation or new connection for 2022 would be largely similar to 2021. I mean if I look at various other distribution -- gas distribution companies in China, which have already reported, they're guiding for a decline in new connection, which is kind of intuitive given the property slowdown? Just curious how are you expecting the number to be flat year-over-year?
Yin Shan Law
executiveSorry, I hope I get your question correct. You are asking about the dollar margin.
Unknown Analyst
analystTwo questions. One is on the new connection. I think you mentioned earlier that you're expecting new connection for 2020 to 2022 to be flat to 2021, like similar 100,000. So if I look at most other gas distribution companies in China, they are guiding for a slowdown and a year-over-year decline. So curious to know what is your -- what are you seeing such that you don't seeing any decline or slowdown in new connection? And the second question is your expectation on the dollar margin for 2022.
Yin Shan Law
executiveOkay. Dollar margin is easy. We target, it will be stable around RMB 0.44 in 2022. And for your first question about the connection, why we expect that we can do it like the same in 2021 because most of our new connections, they are not from new buildings. They are from original buildings that already have in the area. So they're just switching from coal to gas, or they just switched from electricity to natural gas because natural gas is more stable. And in their mind, they will have more faster service for our natural gas to -- so we expect the new connection in 2022, with around 150,000 household as well.
Unknown Analyst
analystGot it. Is there any particular reason for -- so roughly, if you take, let's say, this year as example, 2021, so of the 150,000 new connection, how much would be like existing buildings versus like a new fresh building just broadly?
Yin Shan Law
executiveWell, usually, we have like around 80% to 90% from old building.
Unknown Analyst
analystAnd why is that for your business versus other guys different? Because the cities in which you are present is not having new housing starts? Or why that mix is slightly different versus, let's say, other companies?
Yin Shan Law
executiveBecause we are a natural gas company, not a construction company. If some other companies, what they do is that they will receive the connection fee from the developer. They may not be user to use the natural gas, but they received the connection fee already. But for us, we make sure that the end user, they will use our natural gas, and that will do the connection for that.
Unknown Analyst
analystI see. Got it. Got it. Understood. And one on the dollar margin, I mean you had $0.45 for the full year, you're expecting similar, but most companies having higher input cost because of we all know. So how are you not seeing compression in that margin? I mean, I remember most of the companies are -- have meaningful decline in dollar margins in second half versus first half. But to your credit, your margin in second half was also flat to first half. So I'm just a little bit trying to understand what drives much more stability in your dollar margin versus other gas distributors in your space?
Yin Shan Law
executiveWell the dollar margin has a lot of calculation in -- so because we have different geographical areas say in Shanghai, our cost -- the dollar margin is lower in Shanghai than in Guangdong, Guangdong may have higher, they may have like $.60. But in Shanghai, then we only have like $0.20 even -- so is a mixture of the geographical area like this is the first question. And this is the first ingredient in this formula, right? And the second part is that we may need to purchase from LNG to maintain that we have stable gas sources for all of our users. So we actually purchased like less than 10%, I think, around 8% of LNG last year, especially in the second half of 2021 because when everywhere is lack of natural gas, you need to purchase some LNG, so the cost may be a little bit higher. So you can see the dollar margin will remain the same, but the ASP and APP. The selling price and the cost is actually increased in both ways.
Unknown Analyst
analystNo, I think the first point, which you explained the differential between, let's say, Shenzhen, Guangdong versus Qinghai, it's different. So that I understand which derives the absolute level, for example, if I take Kunlun Energy or I take China Resources Gas or like [ E&M ] not to take any names, but -- so those dollar margins are much higher than yours. That probably is determined by the geographic mix. But what I'm asking is as a decline, which everyone is seeing because of the high input cost, which they're unable to pass through fully, which you're able to pass through fully why is that versus other companies? That's what -- is there like some different in strategy or the cities you are in the regulator has allowed you to already fully pass on? Or is it a mix between residential and C&I? I'm just trying to understand because it's consistently every company is reporting lower dollar margin in the second half, but yours was quite flat. I'm not able to tie that up?
Yin Shan Law
executiveI see, it's actually, we have signed different contracts with local governments that the local governments allow us to directly pass through our cost to our end users. And though we just directly pass through even though our costs may increase, you just pass through it to our end user.
Unknown Analyst
analystAnd you don't have to get any approval. You just straight away input costs and you pass it on that to the C&I and residential both?
Yin Shan Law
executiveWe got approval from local government. We need to sign contract and we get approval from local government for us to do that.
Unknown Analyst
analystAnd how many days do you have the lag between like input cost increase versus a refresh of the rate card for the consumer, like a 7- to 10-day lag or like 2, 3 months? What's the typical lag?
Yin Shan Law
executiveI don't really have that number, but you can see from our dollar margin. We can keep it that stable, which means the lag time is very low.
Unknown Analyst
analystYes. And even my last question before, let's say, 2 months of this year has already gone by now actually 3, would you say the numbers or the prices based on the first 3 months would suggest that the dollar margins have been stable already for the first quarter, give or take.
Yin Shan Law
executiveYes.
Operator
operator[Operator Instructions] We have a following question come from Joslyn.
Unknown Analyst
analystJust a follow-up on the dollar margin discussion earlier, right. So I also see that there is some increased gas sales volumes from like geographies like Shandong, Jiangsu and Guangdong for example, sorry, Jiangxi like for example can, so right now whether these few locations, what are the dollar margins, but on the dollar margins for these few locations -- is this the reason why the dollar margin has been rather stable because of the increased gas raised volume from other geographies, which have a higher dollar margin, just to understand?
Yin Shan Law
executiveYes, you're correct. We didn't really disclose the dollar margin because like for different gas for the ASP for the south, we have, we have -- we see different from residential, we have received different from industrial, commercial, and we have like tons of other kinds of user actually. So we just categorize them to residential and C&I and gas stations. So your question is quite hard to answer like what is the average dollar margin in each area that our group average is $0.44 -- but I can say in Jiangsu, Jiangsu is the highest, I remember, Jiangsu may have like $0.70 or $0.80 for C&I user. And for residential user, the dollar margin is usually lower.
Unknown Analyst
analystAnd following up on this cost pass-through to the residential cost pass-through, do you still need to go for the hearing again or yes, just for the residential one. I understand that the C&I -- could be more automatic, but is the residential one, that is a little bit of time?
Yin Shan Law
executiveResidential, we have the automatic pass-through also for the past few years. We don't have any more hearings.
Unknown Analyst
analystI see, I see. And C&I customers, how fast do you think the partial has been -- is it more -- is really as automated as we have discussed before or you see some lag last year. Originally because of the hike in input prices.
Yin Shan Law
executiveSorry, I didn't get your question. I just have some call getting in. So sorry, can you repeat the question?
Unknown Analyst
analystJust trying to understand whether the C&I customers also have a little bit of lag or it is really automatic notwithstanding that input costs have been higher in recent time?
Yin Shan Law
executiveC&I cost is higher.
Unknown Analyst
analystThe pass-through of the input cost for the C&I customers? Has it been automatic?
Yin Shan Law
executiveYes. Just automatic pass-through like if our upstream increased as like $0.30 on our cost per cubic meter, we just pass through the $0.30 to ourselves.
Unknown Analyst
analystEven though the input costs were higher.
Yin Shan Law
executiveWhat do you mean by input cost? What input costs?
Unknown Analyst
analystLike the gas cost right? I mean, if some of the requirements you have to purchase from the LNG instead of getting it from the pipe gas, right? I think you said 8% last year or something. So those procurement cost that was higher because of our LNG. because of the user and we have...
Yin Shan Law
executiveYes, of course, we will not pass through that yes. that's why we have to do the calculation when -- why we have stable margin because we have to calculate how much cost we have putting in. And the ASP is the standard because the local government just led us to pass through our pipes costs, right? Our upstream increase like $0.30, we can pass through the $0.30. But I have to purchase extra from LNG, which means I have to bear the extra cost, because LNG is just for a support gas sources. What we usually have is 95% from our pipeline gas. That's why we need to find long-term procurement contracts with PetroChina and Sinopec right?
Unknown Analyst
analystAnd those have actually helped you to define your dollar margin somewhat even though the cost was higher.
Yin Shan Law
executiveYes.
Operator
operatorOur next question comes from Tim Yu from HSBC.
Unknown Analyst
analystSorry, I have one follow-up question. You alluded to all this like all the margin discussion. So I just want to understand that like if the government wants to the amendment to the [indiscernible] like calculating the purchase price and your sales price? Like what kind of process that they have to go through for example, [indiscernible] and do they have to go through the national contracts and like just kind of get a sense of [indiscernible] about that, like what is [indiscernible] for them to adjust their formulary.
Yin Shan Law
executiveJust the local government.
Unknown Analyst
analystOkay. So the local government NDRC?
Yin Shan Law
executiveYes.
Unknown Analyst
analystAnd how often that the like the adjusted formula. I understand is like, I think they calculate -- the formula like month on month, but like when was the last company actually make adjustment to the way how they used their formula.
Yin Shan Law
executiveI think all of our concession right, they signed the contract with local government last year. And I don't see they have changed anything else because they just let us direct pass-through, right? -- you don't need to change the agreement.
Unknown Analyst
analystOkay, sure. So -- but does that mean it's like during the concession period, they still -- the local government still able to adjust the formula without signing a new concession with you.
Yin Shan Law
executiveI don't get your question. During the concession right period.
Unknown Analyst
analystYes. But for the formula of their gas price and the gas price that you purchased from Sinopec and also the pipe gas cost and also the first sales price...
Yin Shan Law
executiveWe do it with PetroChina and Sinopec, we don't need to deal with local government.
Unknown Analyst
analystBut the formula that like to totally the price that, how much you're buying from them, it's like if you want to adjust the formula for the calculation of the gas purchase, gas price that you have.
Yin Shan Law
executiveThey have to go through the NDRC, Beijing NDRC, we don't need to deal with it. Yes. PetroChina need to talk to NDRC, if they want to increase the cost.
Operator
operatorWe have another phone question comes from Nana.
Unknown Analyst
analystCan I follow up with one question regarding the liquidity of the parent company as far as cash flow of the parent company. So you mentioned about that 15% of cash speaks with parent company. Just want to confirm how much that is with the parent company. I would assume the senior note held with parent company. Just wonder with the same launch...
Yin Shan Law
executiveWe're just going to repay the bond, right? So it will be the same.
Unknown Analyst
analystOkay. Same as on senior note. So the annual dividend income you mentioned from holdco JVs, how much would that be?
Yin Shan Law
executiveYou mean from CCNG for 2022?
Unknown Analyst
analyst2021 would be a good example.
Yin Shan Law
executive2021 is RMB 100 million.
Unknown Analyst
analystAnd how much interest payments and tax payment usually is required for holdco?
Yin Shan Law
executive[indiscernible]
Unknown Analyst
analystWe will talk about holdco. I referred to 603, the holding company.
Yin Shan Law
executiveHow much interest we are paying. We are paying the 2 senior loans last year, the Q4.
Unknown Analyst
analystAnd tax payment? Sorry, I'll ask your reception.
Yin Shan Law
executiveThe holdco company needs to pay the 2 U.S. dollar bond Q4 in 2021. And that's all our interest expense.
Unknown Analyst
analystAnd there's no tax payment at all.
Yin Shan Law
executiveNo tax payment.
Unknown Analyst
analystOkay. Got it. What is the general -- I mean, operating expense at holdco level?
Yin Shan Law
executiveIt's around HKD 20 million for the full year.
Unknown Analyst
analystHKD 20 million. Got it.
